As we continue to follow up on several leads in this investigation, the Major Case Squad is seeking the public’s assistance as we attempt to identify the suspect in the attached photos.

On January 21, 2025, shortly after 6:00 AM, members of the Collinsville Police Department responded to the 1300 block of Olive St. after a report of gunshots being heard in the area.
Upon arrival, officers discovered a female victim lying near the garage at 1301 Olive St., suffering from a gunshot wound. The victim, identified as Portia L. Rowland, 32 years of age from Collinsville, was pronounced deceased by the Madison County Coroner’s Office.
The Collinsville Police Department requested the activation of the Major Case Squad of Greater St. Louis, and upon activation, approximately 30 investigators responded to assist with the investigation. Currently, it is early in the investigation, but investigators are following up on several leads.
